I'm having trouble understanding the difference between pcr, pcr^, and pcrH. Can anyone help me out? In particular, are the increasing or decreasing values for these variables better (higher chance of winning)?

They are different formulaic approaches to using PSR, CPW, RTG.
The formulas really don't matter, do they?

The formulas don't matter. But what direction (increasing or decreasing values) is considered good?

In other words, are low values good?

Yes
And, when a column contains a minus sign, the purpose is a reminder that LOW is still better.
